In Spring 2025, NOVACES economic development and disaster recovery advisors provided technical assistance and logistical support to two regional Development Districts in Eastern Tennessee, aiding their efforts to deliver community workshops focused on Tropical Storm Helene recovery work.
Operating under the direction of the Economic Development Administration’s (EDA) Economic Recovery Support Function for DR-4832-TN, NOVACES played a key role in the visioning and planning of the workshops. This included recruiting expert speakers, coordinating logistics, and ensuring attendees had access to critical information on funding opportunities and other recovery resources.
Each event featured:
County Mayor Forums – Local leaders shared progress updates, challenges, and perspectives on recovery efforts within their communities.
Industry Roundtables – Specialists from key sectors participated in focused discussions to identify obstacles and highlight actionable solutions to support long-term regional recovery.
The workshops served as platforms to:
Share the latest funding and recovery program updates
Encourage collaboration across public, private and nonprofit sectors
Elevate the work and progress of local long-term recovery groups to a broader audience

NOVACES Contributes to National Dialogue on FEMA Reform and Resilience Strategy
On April 24, the NOVACES Director of Economic Development & Resilience participated in a national think tank hosted by the Institute for Sustainable Development at George Mason University’s Alexandria, Virginia campus. This one-day event brought together a multidisciplinary group of experts from across the country to examine the far-reaching implications of proposed reform measures to FEMA.
Participants expressed concern that many states and key stakeholders may underestimate the scope of the coming changes. The think tank explored how states could get prepared to take on greater responsibility and what knowledge and expertise are required to do so.
Key topics included:
Strategies for enhancing state-level resilience and readiness
Recommendations for federal policy changes
The transition from an emergency management-based model to a broader resilience and risk management framework
Discussions also addressed critical areas such as insurance, infrastructure, housing, and homeland security—highlighting the need for a more integrated and proactive approach to disaster recovery and long-term resilience planning.

Award of HVRC CEDS: NOVACES Awarded Prime Contract By Hudson Valley Regional Council to Create a Comprehensive Economic Development Strategy

NOVACES, a leading management consulting firm specializing in disaster response, recovery, and economic development, today announced that it has been awarded a prime contract by the Hudson Valley Regional Council (HVRC) to create a Comprehensive Economic Development Strategy (CEDS) for 2025-2029. The CEDS, a strategic planning document required by the U.S. Economic Development Administration for regions seeking federal funding for economic development projects, will also serve as a locally driven roadmap for regional economic growth and resilience.
NOVACES will deliver subject matter expertise through our Certified Economic Developer and Certified Workforce Development Professional personnel. Our specialists will conduct economic research and analysis focused on a seven-county region in the Mid-Hudson area of New York.
Working in close collaboration with the leadership of HVRC, local elected officials, and key stakeholders, including representatives from economic and industrial development agencies, business and industry associations, workforce development entities, and sustainability organizations, we will ensure a broad and inclusive approach.
The resulting CEDS will provide an in-depth analysis of the region’s economy and workforce, including:

The award engages NOVACES to deliver critical economic recovery services in response to the damaging floods and other ill-effects caused by Tropical Storm Helene in Tennessee (DR-4832).
Under this task order, NOVACES will apply its proven expertise in disaster recovery and economic development to support the revitalization of the federally declared disaster areas of eastern Tennessee, including Carter, Cocke, Grainger, Greene, Hamblen, Jefferson, Washington, Sevier, Johnson, Sullivan, and Unicoi counties. NOVACES announced today that Fluor Corporation has selected NOVACES to provide recovery services under the U.S. Federal Emergency Management Agency (FEMA) Public Assistance Technical Assistance Contracts V (PA TAC V) for the East Zone region. PA TAC V supports FEMA’s distribution of public assistance following presidentially declared disasters or emergencies.
PA TAC V is part of FEMA’s approach to align contractors with one of four geographical zones (Atlantic, East, Central and West) to provide more effective resource support. Each zone contract requires a broad range of professional services, including site inspection, field support, technical support of the Community Disaster Loan program, analysis, and cost estimation. The East Zone encompasses FEMA Regions III & IV and consists of 14 eastern/southeastern states/areas and all FEMA Headquarters Task Orders.
This Award is a continuation of NOVACES’ work under the preceding award, PA TAC V, providing post-disaster recovery and support, most recently in Florida following Hurricanes Ian and Nicole.
