Award of USET Tribal Resilience Contract: NOVACES Awarded Prime Contract by United South and Eastern Tribes, Inc., to Support Tribal Resiliency

NOVACES, a leading management consulting firm specializing in disaster response, recovery, and economic development, is proud to announce it has been awarded a prime contract by United South and Eastern Tribes, Inc. (USET). Under this contract, NOVACES will lead a strategic initiative to assess and strengthen resiliency across USET’s thirty-three-member Tribal Nations.

This award engages NOVACES to evaluate and provide education for defining resiliency and increasing community capacity to build relationships before, during, and after a disaster at the residential, business, and community levels to respond to, withstand, and recover from public health emergencies, including those related to COVID-19 and other potential future threats. NOVACES will deliver:

  • a comprehensive needs assessment of Tribal resilience
  • a tailored system of resilience measurements, recognizing unique circumstances based on geography and economies
  • Website content enhancements for USET’s public platforms
  • Strategic recommendations and a campaign design for rolling out resilience initiatives

NOVACES will provide subject matter expertise, facilitate stakeholder collaboration, and document technical assistance and recovery actions that empower Tribal leaders. Our goal is to deliver actionable insights and tools that reflect the unique cultural, geographic, and economic contexts of these communities. This work will also emphasize capacity-building through education and stakeholder engagement, ensuring that Tribal communities have the tools and relationships needed to strengthen their resilience before, during, and after future events.

Award of EDA Puerto Rico IRWA Mission: NOVACES Announces Award with the Economic Development Administration for Disaster Recovery Services in Puerto Rico

NOVACES, a leading management consulting firm specializing in disaster response and recovery, today announced it has been awarded a task order under its Blanket Purchase Agreement with the U.S. Department of Commerce’s Economic Development Administration (DOC EDA). The award activates NOVACES to deliver critical economic recovery services in Puerto Rico as part of the Island’s recovery from the 2017 Hurricanes Maria and Irma. Unlike our previous DOC EDA Disaster Recovery task orders for economic recovery work in Puerto Rico, this task order has been structured as an Interagency Reimbursable Work Agreement (IRWA) between DOC EDA and FEMA, marking an increased level of interagency collaboration for disaster recovery across the Territory and in the region.

NOVACES will provide National Disaster Recovery Framework implementation support at the Joint Recovery Office (JRO) in San Juan, Puerto Rico. As part of this effort, we will conduct Economic Recovery Support Function (RSF) meetings, facilitate industry development initiatives, and deliver strategic capacity-building events across the island. These activities are designed to engage diverse communities and equip local stakeholders in driving sustainable economic revitalization.

NOVACES has contributed to innovative economic recovery initiatives on the Island since our first task order was awarded in September 2017. As recent disasters across the U.S. continue to reach unprecedented levels of scale and impact, NOVACES is delivering a more structured and proactive approach to preparedness, response, and long-term recovery—delivering strategies that accelerate recovery and strengthen long-term resilience and readiness for future events.
