NOVACES, a management consulting firm that provides disaster response and recovery services, announced today that it has been awarded a task order under its Blanket Purchase Agreement (BPA) for Disaster Recovery services to the U.S. Department of Commerce’s Economic Development Administration (EDA). Under this task order NOVACES, teamed with DADCO, will work with local, regional, state, and federal officials to develop economic recovery strategies, identifying recovery challenges and outlining technical assistance options and recovery actions that can be taken by officials of Faulkner County, Arkansas as a result of the deadly tornadoes they suffered earlier this year.



This work follows on similar work performed under this BPA in New Jersey in the aftermath of Super Storm Sandy and in Oklahoma in the wake of the May 2013 tornadoes. NOVACES is teamed with Calibre to provide technical support to the Office of the Deputy Chief Management Officer.

NOVACES announced today that they were competitively awarded a Task Order (TO) under their Blanket Purchase Agreement (BPA) for Government-Wide Continuous Process Improvement Services. NOVACES is teamed with Calibre, who is the prime contractor for the BPA.

Under this task order, NOVACES and its team members will provide functional and technical support to the Office of the Deputy Chief Management Officer (ODCMO) and other Department of Defense (DoD) agencies. Specifically, this functional and technical support will be to use Continuous Process Improvement and Lean Six Sigma techniques to significantly reduce process inefficiencies, improve transaction times, mitigate costs, and increase return on investment within DoD operations.

Lean Six Sigma Master Black Belt and Black Belt consulting and training services to be provided for Navy Medicine in this three-year BPA contract.

NOVACES, a leading management consulting firm for performance improvement and continuous process improvement in the public sector, announced that it has been awarded a firm fixed price contract by Navy Medicine to support the deployment of the Continuous Process Improvement (CPI) and Lean Six Sigma (LSS) program. The goal of the CPI/LSS Program is to enhance Navy Medicine’s business processes which will in turn result in improved patient healthcare. This contract award represents a continuation of a previous five-year contract for CPI/LSS services with Navy Medicine dating back to 2007.

The VAAA was created to address the growing acquisition workforce challenge facing the Department of Veterans Affairs and the Federal Government overall. With the downsizing from the last decade and the loss of institutional knowledge resulting from baby-boomer retirements, the acquisition workforce has been strained to keep pace with the increased amount of and complexities associated with outsourced work in support of the VA mission.

The Blanket Purchase Agreement awarded to NOVACES and its team member APICS DC Metro has a five-year period of performance. Work will be performed at the VAAA facility in Frederick, MD as well as other locations.

The contract will provide classroom and lab instruction training Principles of Inventory Management Training Systems. NOVACES and APICS DC Metro will deliver between 10 to 20 courses per year. The course is designed to provide the knowledge and skills necessary to perform as Chief Logistical Officers (CLO), Inventory Management Specialists, as well as other inventory management positions.

This new application provides response teams a better analysis of the scope, resources and costs throughout completion of an incident.

The National Interagency Incident Management System (NIIMS), based on ICS, is a systematic process for the command, control, and coordination of emergency response used by all levels of government and by many organizations in the private sector. It is a process by which personnel, policies, procedures, facilities, and equipment are integrated into a common organizational structure designed to manage emergencies or disasters of all types, including fires, floods, hurricanes and oil spills. All emergency response organizations are trained in this standardized approach.

Originally developed to respond to forest fires in California in the 1970’s, the ICS planning protocol is focused on short term goals and results. The size and scope of the Macondo Well incident, the largest oil spill in US history, made the standard ICS planning process inadequate for long range forecasting.

NOVACES was asked to help solve this challenge.

Leveraging its deep expertise in customizing and implementing process improvement methods, NOVACES integrated the ICS planning protocols with best in class project management procedures to extend the ICS planning cycle and allow Incident Command to forecast resource needs and cost to completion of the response. NOVACES coached the ICS organization on this new approach to emergency response and gained the trust of all levels of the response organization. This trust has resulted in a complete integration of ICS and project management processes.

To date, NOVACES has planned and forecast over 100,000 tasks for the oil spill response. At peak, the response involved over 45,000 personnel across four states and 4,000 miles of affected coastline.
