NOVACES Contributes to National Dialogue on FEMA Reform and Resilience Strategy

On April 24, 2025 NOVACES Director of Economic Development & Resilience participated in a national think tank hosted by the Institute for Sustainable Development at George Mason University’s Alexandria, Virginia campus. This one-day event brought together a multidisciplinary group of experts from across the country to examine the far-reaching implications of proposed reform measures to FEMA.

Participants expressed concern that many states and key stakeholders may underestimate the scope of the coming changes. The think tank explored how states could get prepared to take on greater responsibility and what knowledge and expertise are required to do so.

Key topics included:

  • Strategies for enhancing state-level resilience and readiness
  • Recommendations for federal policy changes
  • The transition from an emergency management-based model to a broader resilience and risk management framework

Discussions also addressed critical areas such as insurance, infrastructure, housing, and homeland security—highlighting the need for a more integrated and proactive approach to disaster recovery and long-term resilience planning.

NOVACES, teamed with with Pololei Solutions, LLC, part of the Alaka’ina Foundation, has been awarded a contract to provide Portfolio Management Support services to Bureau of Medicine and Surgery (BUMED) Portfolio Management Support Office (PMsO).

BUMED has a requirement for technical and functional support for enterprise-level life cycle management of Navy Medicine project portfolio management operations in support of BUMED Improvement Sciences. NOVACES is tasked with researching, identifying, and improving existing project management methodologies and tools in support of the PMsO capability within the Navy Medicine Improvement Science Office.

NOVACES has been awarded a task order under its Blanket Purchase Agreement with the U.S. Department of Commerce’s Economic Development Administration. The award engages NOVACES to deliver critical economic recovery services in response to the devastation caused by the August wildfires in Lahaina, Maui, Hawaii (DR-4724-HI).

Under this task order, NOVACES will apply its proven expertise in disaster recovery and economic development to support the revitalization of the Lahaina community, the surrounding region, and the State of Hawaii. The firm’s work will focus on identifying recovery challenges, developing resilient economic recovery strategies, and delivering technical support to FEMA’s Joint Field Office operations in Lahaina.

NOVACES Awarded a Task Order with the Economic Development Administration for Disaster Recovery Services in the U.S. Territory of Guam following Typhoon Mawar, DR-4715-GU

NOVACES has been awarded a task order to respond to destruction on the Island of Guam due to Typhoon Mawar, under its Blanket Purchase Agreement for Disaster Recovery services to the U.S. Department of Commerce’s Economic Development Administration. Guam’s economic resilience is threatened by its overdependence on tourism as a portion of its gross domestic product. While visitor arrivals increased significantly in FY23 compared to the previous year, total visitor numbers remained 62% lower than in 2019, resulting in a cumulative loss of $95 million in tax revenues not collected from FY2020 through FY2023.

Under this task order, NOVACES will engage in comprehensive recovery and support operations, including conducting a Recovery Needs Assessment, deploying economic development expertise, developing recovery strategies, and documenting technical assistance options and recovery actions that can be taken by officials of the Territory of Guam. This mission aligns with NOVACES’ expertise in disaster recovery and economic development, underlining our commitment to making a significant impact in disaster-stricken areas.

This work follows on similar efforts NOVACES led under a predecessor BPA in Puerto Rico. NOVACES contributed to economic recovery initiatives on the Island for over 5 years in the aftermath of the 2017 Hurricanes Maria and Irma. NOVACES Awarded Economic Development Administration Task Order to Support Economic Recovery in California Disaster Zones

NOVACES has been awarded a task order titled “Disaster Recovery Operations – Winter Storms, Land and Mud Slides, and Flooding Economic Recovery Support Function DR-4683-California” under its Blanket Purchase Agreement for Disaster Recovery services to the U.S. Department of Commerce’s Economic Development Administration (DOC EDA). DOC EDA provides economic programs and grants to generate new employment, help retain existing jobs, and stimulate industrial and commercial growth. This assistance is available to areas experiencing high unemployment, low income, or other severe economic distress, such as a federally declared disaster.

At the core of this work is a guiding principle: distressed communities must be empowered to design and implement their own economic development and revitalization strategies. Sustainable recovery begins with local leadership, tailored solutions, and community-driven action.

Under the new task order, NOVACES will:

  • Conduct an Economic Impact Assessment;
  • Identify recovery options, strategies, and resources; and
  • Support EDA staff serving in the role as economic recovery advisor to the state, and, in collaboration with federal Recovery Support Functions and other federal agencies and State, Local, Tribal and Territory partners, assess damages, identify recovery strategies and outcomes, and deliver assistance to state and local stakeholders

NOVACES is proud to announce its selection along with its teaming partner, ArcSource Group, Inc., to provide Continuous Process Improvement (CPI) support under their Air Force Medical Services Contract (AFMS). As part of this engagement, the NOVACES team will deliver expert analysis and consulting, training support, and project management services.

 

This effort is part of the Air Force’s ongoing CPI program—formerly known as Air Force Smart Operations for the 21st Century (AFSO21)—which aims to drive a culture of innovation, operational efficiency, and mission readiness across all levels of the service. By harnessing new technologies and the creativity of Airmen, the program seeks to enhance mission execution while reducing operational costs—ultimately maximizing value to the taxpayer.

NOVACES Awarded Prime Contract to Advance Lean Six Sigma and Process Improvement Initiatives at Navy Medicine

NOVACES was awarded a Prime Contract by Navy Medicine’s (NAVMED) Performance Improvement Office (PIO). Under this award, NOVACES will deliver Lean Six Sigma (LSS), process improvement, administrative, and knowledge management support across the Navy Medicine Enterprise.

 

The contract supports operations at the Bureau of Medicine and Surgery (BUMED), regional commands, and other NAVMED organizations. NOVACES will provide local performance improvement resources, project management expertise, and administrative program support to enhance mission effectiveness and operational efficiency.

 

The scope of the program focuses on sustaining and advancing NAVMED’s LSS program. LSS combines the benefits of both Lean manufacturing techniques and Six Sigma to help organizations streamline operations, increase value and reduce waste. A key aspect of this initiative is project management and support of the Belt Development Program, specifically to mentor the Regional Black Belts (RBB), Command Black Belts (BB), and Green Belts (GB) in the use of industry-leading methodologies.

Department of Commerce’s Economic Development Administration Awards NOVACES with IRWA for Disaster Recovery Services in Puerto Rico

NOVACES has been awarded a task order under its Blanket Purchase Agreement with the U.S. Department of Commerce’s Economic Development Administration (DOC EDA). The award activates NOVACES to deliver critical economic recovery services in Puerto Rico, supporting the Island’s ongoing recovery efforts following Hurricanes Maria and Irma in 2017.

Distinct from our previous DOC EDA Disaster Recovery task orders for economic recovery work in Puerto Rico, this engagement is structured as an Interagency Reimbursable Work Agreement (IRWA) between DOC EDA and the Federal Emergency Management Agency (FEMA), marking an increased level of interagency collaboration for disaster recovery across the Territory and in the region.

NOVACES will provide National Disaster Recovery Framework implementation support at the Joint Recovery Office (JRO) in San Juan, Puerto Rico. As part of this effort, we will conduct Economic Recovery Support Function (RSF) meetings, facilitate industry development initiatives, and deliver strategic capacity-building events across the Island. These activities are designed to engage diverse communities and equip local stakeholders in driving sustainable economic revitalization.
