Inozu was selected as a finalist from nearly 50 nominations by a panel of independent judges. Award winners will be announced at a special gala event on Wednesday, June 22 at the Houston Intercontinental Hotel.

NOVACES Awarded Prime Contract by Hudson Valley Regional Council to create a Comprehensive Economic Development Strategy

NOVACES announced that it has been awarded a prime contract by the Hudson Valley Regional Council (HVRC) to create a Comprehensive Economic Development Strategy (CEDS) for 2025-2029. The CEDS, a strategic planning document required by the U.S. Economic Development Administration for regions seeking federal funding for economic development projects, will also serve as a locally driven roadmap for regional economic growth and resilience.

NOVACES will deliver subject matter expertise through our Certified Economic Developer and Certified Workforce Development Professional personnel. Our specialists will conduct economic research and analysis focused on a seven-county region in the Mid-Hudson area of New York.

Working in close collaboration with the leadership of HVRC, local elected officials, and key stakeholders, including representatives from economic and industrial development agencies, business and industry associations, workforce development entities, and sustainability organizations, we will ensure a broad and inclusive approach.

The resulting CEDS will provide an in-depth analysis of the region’s economy and workforce, including:

  • Affordable housing and associated water infrastructure needs
  • Concerns regarding resilience based on the impact of extreme weather
  • Economic diversification; targeting industries of the region and how the counties and municipalities are working to grow these strategic sectors for the future
  • The role of HVRC in supporting the region

The purpose is to foster collaboration among local leaders and stakeholders while introducing national best practices. By pairing these insights with practical tools and resources, we equip communities to make informed, locally driven decisions. This approach prepares stakeholders to take effective action, driving economic resilience and sustainable, long-term growth.

NOVACES was awarded a task order under its Blanket Purchase Agreement for Disaster Recovery services to the U.S. Department of Commerce’s Economic Development Administration. Under this task order NOVACES, will work with local, regional, state, and federal officials to develop economic recovery strategies, identify recovery challenges, providing subject matter expertise to support FEMA’s Joint Field Office operations in Tennessee, and document technical assistance options and recovery actions that can be taken by officials of the State of Tennessee as a result Tropical Storm Helene.

This work follows on similar work NOVACES performed under this BPA in Hawaii in the aftermath of the 2023 wildfires and in Guam in the wake of Typhoon Mawar the same year. Recent disasters in the U.S. have been unprecedented in scope and cost, and NOVACES is responding with a more systematic approach to preparedness and response management, and solutions that accelerate the recovery process and produce better preparedness for the future.

NOVACES Selected as Fluor’s Subcontractor under its FEMA Public Assistance Technical Assistance Contracts V

The Fluor Corporation has selected NOVACES to provide recovery services under the U.S. Federal Emergency Management Agency (FEMA) Public Assistance Technical Assistance Contracts V (PA TAC V) for the East Zone region. PA TAC V supports FEMA’s distribution of public assistance following presidentially declared disasters or emergencies.

PA TAC V is part of FEMA’s approach to align contractors with one of four geographical zones (Atlantic, East, Central and West) to provide more effective resource support. Each zone contract requires a broad range of professional services, including site inspection, field support, technical support of the Community Disaster Loan program, analysis, and cost estimation. The East Zone encompasses FEMA Regions III & IV and consists of 14 eastern/southeastern states/areas and all FEMA Headquarters Task Orders.

This Award is a continuation of NOVACES’ work under the preceding award, PA TAC V, providing post-disaster recovery and support, most recently in Florida following Hurricanes Ian and Nicole.

NOVACES has been awarded a task order to respond to destruction on the Island of Guam due to Typhoon Mawar, under its Blanket Purchase Agreement for Disaster Recovery services to the U.S. Department of Commerce’s Economic Development Administration. Guam’s economic resilience is threatened by its overdependence on tourism as a portion of its gross domestic product. While visitor arrivals increased significantly in FY23 compared to the previous year, total visitor numbers remained 62% lower than in 2019, resulting in a cumulative loss of $95 million in tax revenues not collected from FY2020 through FY2023.

Under this task order, NOVACES will engage in comprehensive recovery and support operations, including conducting a Recovery Needs Assessment, deploying economic development expertise, developing recovery strategies, and documenting technical assistance options and recovery actions that can be taken by officials of the Territory of Guam. This mission aligns with NOVACES’ expertise in disaster recovery and economic development, underlining our commitment to making a significant impact in disaster-stricken areas.

This work follows on similar efforts NOVACES led under a predecessor BPA in Puerto Rico. NOVACES contributed to economic recovery initiatives on the Island for over 5 years in the aftermath of the 2017 Hurricanes Maria and Irma. NOVACES Awarded Economic Development Administration Task Order to Support Economic Recovery in California Disaster Zones

NOVACES has been awarded a task order titled “Disaster Recovery Operations – Winter Storms, Land and Mud Slides, and Flooding Economic Recovery Support Function DR-4683-California” under its Blanket Purchase Agreement for Disaster Recovery services to the U.S. Department of Commerce’s Economic Development Administration (DOC EDA). DOC EDA provides economic programs and grants to generate new employment, help retain existing jobs, and stimulate industrial and commercial growth. This assistance is available to areas experiencing high unemployment, low income, or other severe economic distress, such as a federally declared disaster.

At the core of this work is a guiding principle: distressed communities must be empowered to design and implement their own economic development and revitalization strategies. Sustainable recovery begins with local leadership, tailored solutions, and community-driven action.

Under the new task order, NOVACES will:

  • Conduct an Economic Impact Assessment;
  • Identify recovery options, strategies, and resources; and
  • Support EDA staff serving in the role as economic recovery advisor to the state, and, in collaboration with federal Recovery Support Functions and other federal agencies and State, Local, Tribal and Territory partners, assess damages, identify recovery strategies and outcomes, and deliver assistance to state and local stakeholders
